About this session

Local government cannot effectively manage infrastructure it cannot accurately see.

This session examines how communities use modern reality-capture methods — mobile mapping, terrestrial scanning, aerial collection and imagery — to build reliable digital records of roads, sidewalks, signs, pavement, structures, vegetation and utilities.

The goal is a reusable infrastructure dataset that serves public works, transportation, engineering, accessibility, planning, emergency response and long-term asset management, rather than a one-off project deliverable.

Suggested prompts

Think about these first

  • Describe the last infrastructure decision your team made with incomplete data. What was missing?
  • List every department that has collected field data in the past two years. Where did that data go?
  • If you could capture only one corridor this year, which one would return the most value, and why?
  • What accuracy do you actually need — and what are you assuming you need?
  • Who in your organization would own a shared reality-capture dataset?

For the panel

Questions for speakers and panelists

  • What accuracy and resolution did you specify, and would you change it today?
  • How did you decide between mobile mapping, terrestrial scanning and aerial collection?
  • How did you fund the first capture, and how are you funding recurring capture?
  • How did you get multiple departments to agree on one dataset and one set of specifications?
  • What did you underestimate about storage, hosting and serving 3D data?
  • What would you tell an agency doing this for the first time to avoid?

1. Business requirements

Define why your agency is capturing the public realm before choosing a method.

2. Accuracy and collection method

3. Foundation and governance
